Westlake Village City Manager to Leave Post

The city manager of Westlake Village announced Thursday that he will resign effective July 1 to establish a property management and consulting firm in Westlake Village.

James E. Emmons, 32, became the city’s first full-time manager in 1982, a few months after the city incorporated.

Westlake Village Mayor Berniece E. Bennett called Emmons “a very exceptional young man.”

Bennett said an extensive search for a new city manager will begin immediately. The City Council will accept applications until early May.

Emmons said his new firm will specialize in the management of homeowner associations, shopping centers and office buildings. He also will do general consulting.

Emmons’ annual salary as city manager is $60,000.

A native of La Mirada, Emmons served as city manager of La Habra Heights from 1979 to 1982, and before that, was assistant to the city manager of Brea from 1974 to 1979.
