William J. Minchin was named vice president for operations at Tekelec, a Calabasas manufacturer of telecommunications testing equipment. He replaced Anita Pawlak, who resigned to pursue other interests, the company said. Minchin held the same post at three other companies: Miltope Corp., a maker of computer-related equipment for the military; Audio Visual Labs, a producer of audio-visual equipment, and at Auragen Systems, a computer manufacturer.
