South Africa announced that it is demoting its ambassador to the United Nations, Les Manley, in the wake of criticism that his private life had interfered with his work. The Foreign Ministry said that Manley will exchange places in June with Jeremy Shearer, Pretoria’s delegate to U.N. organizations in Geneva, a less senior post. Manley, 42, missed a March 8 Security Council debate on mandatory sanctions against South Africa because he was visiting his fiancee, officials said.
