Joe C. Culp has been elected president and chief executive of Lightnet, a Rockville, Md., fiber optic telecommunications company owned by subsidiaries of CSX Corp. and Southern New England Telecommunications.

Culp, 54, who recently retired as president of Rockwell International’s telecommunications organization in Dallas, succeeds Richard Donofrio, an executive of Southern New England Telecommunications, who has served as acting president and CEO of Lightnet since last October.
