Former U.S. Atty. Gen. Ramsey Clark filed suit on behalf of the survivors of 15 Libyans killed during a 1986 U.S. bombing raid on Tripoli and Benghazi that he said violated “settled principles of international law.” The lawsuit, which names President Reagan, British Prime Minister Margaret Thatcher and other government and military officials as defendants, seeks unspecified damages for the deaths, injuries to 40 other Libyans and property loss. The April 15, 1986, raid on Tripoli and Benghazi was staged in retaliation for anti-American attacks that Reagan said were ordered by Libyan leader Moammar Kadafi.
