Local News in Brief : Hearing on Land Acquisition Plan

The Rolling Hills Estates City Council will hold a public hearing April 26 on a proposal to acquire for recreational use property at the closed 43-acre Dapplegray Intermediate School. The Palos Verdes Peninsula Unified School District is soliciting bids to sell the property for residential development. The hearing will be at 8:30 p.m. at City Hall.

City Manager Raymond B. Taylor said the city could obtain nearly 13 acres for $375,000, based on provisions of the state Naylor Act, which permits public agencies to acquire a portion of a surplus school site for 25% of fair market value. The city wants to buy about 10 acres that contain a baseball field and two additional acres that are on a plateau.

Options for paying for the purchase include creating an assessment district, levying a parcel tax or special tax--which would require a public vote--private financing or a lease-purchase arrangement with the school district.

The city wants to acquire the land through the Naylor Act because it has been unable to reach an agreement with the school district to receive 10 acres free in return for granting zoning to allow 61 homes on the remaining land.
