Afghan guerrilla leaders are looking for a place in Afghanistan to set up a provisional government in opposition to Soviet-backed President Najibullah, a seven-party guerrilla alliance said at its headquarters in neighboring Pakistan. Scouts will be sent to look for a suitable, secure site. Diplomats said the move is intended to present the alliance as the core of a credible alternative government and to put pressure on Najibullah before Soviet troops start withdrawing May 15.
