The House voted 393 to 7 to place its symbolic stamp of approval on the new U.S.-Soviet treaty banning ground-launched medium-range nuclear weapons worldwide. The action has no practical effect, since the Senate has exclusive rights to consent to the ratification of treaties. But it does put the House on record as overwhelmingly endorsing the Intermediate-range Nuclear Forces Treaty shortly before the Senate opens debate on the agreement.
