The Federal Communications Commission, in its first penalties against dial-a-porn services, levied fines of $600,000 today against two California companies accused of doing nothing to prevent children from hearing their sexually explicit messages.

The FCC voted unanimously to send “notices of apparent liability” to Audio Enterprises Inc. and Intercambio Inc., ordering each to pay a fine of $600,000 for doing nothing to prevent access by children to their sexually explicit tape-recorded messages.
