The human rights group, Americas Watch, accused Panamanian strongman Manuel A. Noriega of widespread human rights violations. In a report drafted by Chilean lawyer Jose Zalaquett, the group denounced the lack of judicial independence and the silencing of the opposition press as part of the “most prevalent human rights abuses” in Panama. It accused Noriega’s forces of beating and jailing hundreds of demonstrators and inflicting widespread and--at times--serious injuries by the use of birdshot to break up protests.
