Will attend a Vietnam Veterans’ Memorial reception in Sacramento on Monday evening.

Signed into law a bill (AB 827) by Assemblyman Richard Polanco (D-Los Angeles) to allow the Los Angeles High School for the Performing Arts to continue operating at California State University at Los Angeles.

Issued a proclamation designating Sunday as Mother’s Day.

Committee Action:

Lobbyists: The Assembly Elections Committee reversed itself and approved a bill (AB 4550) by Assemblyman Byron D. Sher (D-Palo Alto) to prohibit former state officials from lobbying their former departments or agencies for 12 months after leaving their state posts. The bill was defeated at a prior hearing, but reconsideration was granted. A 6-2 vote sent the measure to the Ways and Means Committee.

Legislative Terms: The Assembly Elections Committee rejected a bill (AB 3302) by Assemblyman Charles M. Calderon (D-Alhambra) to increase terms of office from two to four years for the Assembly, four to six years for the Senate and impose campaign contribution limits. The bill died for the lack of a motion.

Bills Introduced:

Families: ACR 147 by Assemblyman Tom Bates (D-Oakland) would continue until 1990 a task force now studying how to increase family unit stability and make recommendations to the Legislature.

Senate

Floor Action:

Automobile Insurance: Passed and sent to the Assembly on a 31-1 vote a bill (SB 1972) by Sen. Alan Robbins (D-Van Nuys) to require auto insurance companies to give discounts of at least 10% to customers who use public transportation instead of their cars to get to and from work.

Pesticides: Passed and sent to the Assembly on a 30-2 vote a bill (SB 2769) by Sen. Art Torres (D-Los Angeles) to prohibit the importation of foreign fruits, nuts, vegetables, meat and dairy products that contain a pesticide residue banned or not registered in California. The governor has vetoed similar measures twice in the past, claiming that federal inspection is adequate and that the legislation might be considered a possible barrier to trade.

Schools: Passed and sent to the Assembly on a 36-0 vote a bill (SB 2449) by Sen. Gary K. Hart (D-Santa Barbara) to make it a misdemeanor to verbally abuse, curse or threaten a school teacher in a manner that disrupts school activities or incites violence. A previous state law on the same subject matter was struck down as unconstitutionally vague by the courts.

Lottery: Passed and sent to the Assembly on a 36-0 vote a bill (SB 2395) by Sen. Ralph C. Dills (D-Gardena) to require California Lottery tickets to show the actual percentage of total public school funds provided by lottery proceeds the previous year.

Committee Action:

Slug: The Senate Rules Committee approved a bill (AB 3007) by Assemblyman Sher to designate the banana slug as the official state mollusk. A 3-1 vote sent the bill to the Senate floor.
