Richard G. Strayer has been named president and chief operating officer at Serafini Associates, a Silicon Valley management consulting firm. Strayer replaces Claudio Serafini, founder of the 18-year old firm, who becomes chairman and chief executive. Strayer has been a partner at Serafini, Santa Clara, for five years and has been chief operating officer since 1985.
