Vote Halts Glendora Move to Annex 2 County Areas

The City Council voted unanimously this week to stop proceedings to annex two county areas on the western fringe of the city after the majority of registered voters in both neighborhoods submitted letters of protest.

In Western Annexation District No. 77, a 25-acre tract on the southwest edge of Glendora, more than 100 of the 144 registered voters in the area filed letters of protest, the city clerk’s office reported. Under state law, if more than 50% of the registered voters in an unincorporated area oppose annexation, it cannot proceed.

Annexation efforts were also abandoned for Western Annexation District No. 79, an 86-acre area northwest of downtown Glendora. Of 158 registered voters there, 95 submitted letters of protest.

In public hearings, residents of the two areas said they were content living under county administration. Some residents said they did not want to be subject to the city’s ordinance prohibiting overnight parking on the street. Others said they feared that the city would prohibit them from keeping horses and other livestock on their property, despite assurances from city officials that this would not happen.

In the last year, Glendora has annexed 1,162 homes in 12 western neighborhoods, increasing the city’s population by 7%, City Clerk Culver Heaton said. Annexation proceedings for two other areas are pending, Heaton said.
