Opening arguments will be heard in San Diego today in the retrial of a former California Highway Patrol officer charged with murder in the December, 1986, death of a college student. Former patrolman Craig Peyer’s first trial ended Feb. 25 when jurors deadlocked, 7-5 for conviction. Prosecutors allege that Peyer, 38, a 13-year veteran of the CHP, pulled over Cara Knott on Interstate 15 while on duty, strangled her and tossed her body from a 65-foot-high abandoned highway bridge.
