San Francisco water rates would jump by 15%, and rates in 30 suburban water districts could rise even more under a city Water Department plan to cut consumption of water from reservoirs in the Sierra. The more water wasted, the more it would cost, said Chris Morioka, rate administrator for the Water Department. Under the plan, which goes to a public hearing Tuesday, the Water Department would increase wholesale rates it charges to suburban water districts by 33%. Each district would be free to establish its own rationing plans and to decide whether to pass the rate increase on to customers.
