Washington announced approval of a $10-million grant to support a commission created to monitor a cease-fire accord between Nicaragua’s Sandinista regime and the U.S.-backed Contras. The funds will support the work of Secretary General Joao Baena Soares of the Organization of American States and Nicaraguan Cardinal Miguel Obando y Bravo, who head the Verification Commission.
