Norway is investigating a 1986 sale of heavy water to Romania, a government spokesman said. Heavy water, or deuterium oxide, can be used to make atomic weapons but is also used in nuclear reactors and scientific research. The spokesman said that Oslo sold 12.5 tons of heavy water to Romania for use in two atomic reactors but that “as far as we know, the reactors have not started up, and there have been allegations that the water was resold to Israel.”
