A $1-million claim has been filed against three East Bay cities by a family whose apartment was mistakenly raided by narcotics officers last week. The claim seeks $500,000 for Bok Hwan Kim, 49, and an equal amount for the rest of his family--wife Jung Ja Kim, mother-in-law Suk Hee Lee and three daughters, Helen, Judy and Julia. The Kims’ lawyer charged that officers from Fremont, Newark and Union City burst into the apartment on May 10 and “struck, tackled, handcuffed and arrested” Bok Hwan Kim, then “proceeded to search and ransack” the apartment and “terrorize” the family members. Officers later realized they had gone to the wrong address.
