Richard L. Foster and Manfred K. Muecke have been named corporate vice presidents at Telos Corp., a technology services firm in Santa Monica. Foster, 44, will continue as president of the Telos Aerospace Systems division. Muecke, 46, has been director of corporate new business acquisition.
