British Sports Minister Colin Moynihan said crowd violence at Saturday’s England-Scotland international match marked another “black day” for English soccer.

Nearly 200 fans were arrested in, near or around Wembley Stadium, or in central London Saturday.

“If UEFA (the European soccer’s ruling body) needed any further evidence of the depth of the problem, then they witnessed it on Saturday,” Moynihan said. “You just cannot put rival fans with a history of hooliganism at a particular fixture alongside each other.”

English clubs were banned from European competition after 39 people died in the disaster at Heysel Stadium in Brussels, Belgium, in 1985, but the English national team is still eligible.
