The San Francisco Public Utilities Commission voted to increase water rates by 15% and impose stiff penalties for violators of the city’s rationing program. The new rate schedule is designed to produce $6.8 million in revenue to pay the cost of administering the rationing system and offset lost revenues from conserving water. “The excess charges are the primary method to enforce the water rationing program,” said Robert Vasconcellos, the Water Department’s resource manager.
