Borland International has acquired a smaller competitor in a move aimed at closing the gap with software rival Lotus Development Co., of Cambridge, Mass. Scotts Valley, Calif.-based Borland, which makes personal computer software, confirmed that it bought Surpass Software Systems Inc. of Novato, Calif., for an undisclosed amount of cash and stock. It said it plans to incorporate many features of Surpass’ spreadsheet program in a new version of its Quattro program.
