The FBI, in a rare move, publicly offered a $25,000 reward for information leading to the arrest of accused killer Leo Koury, a former night club owner and the senior fugitive on the “10 Most Wanted” list. Koury, 54, a reputed small-time mobster accused of resorting to murder to eliminate competition in the gay bar business in Richmond, Va., vanished Oct. 30, 1978, supposedly with up to $1 million in the trunk of his car. “The reward just might be the right inducement for the right person at the right time,” said Jack Colwell, lead FBI agent in the case.
