Paramount : Police to Get Wheel Locks

The city of Paramount is purchasing steel clamps that traffic officers will lock to the wheels of vehicles of owners having five or more unpaid parking tickets.

The City Council recently approved the action to immobilize vehicles until their owners settle outstanding fines. The device will be fastened around the wheel of a vehicle, preventing it from moving until the owner pays the fines.

The city staff estimates that $20,000 will be raised from such unpaid fines, penalties and fees. Vehicle owners will be required to pay the fines and a fee of $100 for the removal of the wheel boot. Owners will be assessed additional fees if the lock has to be removed after business hours. And cars immobilized with a boot will be towed after three to five days, costing the owners additional fees.

The city is expected to buy three of the devices at an estimated $300 each. State law allows cities to use the devices against violators with outstanding traffic tickets.
