With the Legislature already three days past its constitutional deadline to pass a budget, Gov. George Deukmejian called on lawmakers “to exercise their responsibility” and send him a balanced budget that contains no tax increases. Deukmejian said in his weekly radio address that majority party Democrats seem “content to drastically increase spending” even though the state is experiencing a squeeze on the budget created by a drop in income tax revenues. The Republican governor said that even with reduced levels of spending, his proposed $44.5-billion budget for the fiscal year that begins July 1 will be about 6% higher than the current year’s.
