Philippine troops captured a Communist rebel leader and 40 other guerrillas and dismantled a major base used by insurgents to launch raids on the main island of Luzon, military officials said. The rebel leader, presented at a news conference in Manila, was identified as Francisco Pascual, 41, a member of the Central Committee of the Communist Party of the Philippines. Gen. Renato de Villa, army chief of staff, called the capture of the guerrillas and their base, about 110 miles northwest of Manila, a “crippling blow” to the 19-year Communist insurgency.
