A family of Jewish refuseniks who waited in vain for a visit from President and Mrs. Reagan during the Moscow summit last month has been told by American officials that it will be allowed to emigrate from the Soviet Union shortly. Tanya Zieman said that Yuri V. Dubinin, the Soviet ambassador in Washington, informed Secretary of State George P. Shultz that the family’s exit visas will be approved within two weeks--after an 11-year wait and repeated refusals, the last of which came just a week ago. The Reagans had planned to call on the Ziemans in their small apartment, but U.S. officials canceled the stop after Soviet diplomats warned that the family would never be permitted to leave after such a high-profile visit.
