Bonner makes the best case ever for decriminalization of illegal drug usage, even if inadvertently! Just imagine that usage of illegal drugs were treated as medically prescribed drugs, as well as tobacco, alcohol and even health-risk foods, for a 5-year trial period.
Then each of his idealistic projections of increased costs related to jailings, court, law-enforcement personnel, legal sanctions (and the personal devastations suffered by both users and non-users) would not be necessary or valid.
Only then, to quote Bonner, “history will record that in the late 1980s our country turned the corner in the battle.”
