For daytime television’s soaps and stars, it is time for that annual refrain: “And the winner is . . .”

Phil Donahue will preside over the 15th annual production of the “Daytime Emmy Awards” Wednesday at 2 p.m. on CBS (Channels 2 and 8). He and his syndicated series, “Donahue,” are up for three awards this year, including best talk/service show and best talk show host.

Leading the way with 14 Emmy nominations is “Pee-wee’s Playhouse,” followed by “Santa Barbara” with 13 and “All My Children” and “The Young and the Restless” with 11.

The two-hour broadcast will originate from the Waldorf-Astoria Hotel in New York. It is a co-presentation of the Academy of Television Arts and Sciences and the National Academy of Television Arts and Sciences.
