Israeli Defense Minister Yitzhak Rabin asked for U.S. help in blocking the sale of Chinese ballistic missiles to Syria and other Arab countries, U.S. officials said. Rabin, who is in Washington for talks with President Reagan and congressional and Jewish leaders, discussed the issue with Defense Secretary Frank C. Carlucci. Rabin and Carlucci plan to sign an agreement to split the costs of developing a new Israeli-built missile, the Arrow. Rabin also said the United States and Israel have worked out a new system of exchanging information about human rights in the occupied West Bank and Gaza Strip. But he added that the two countries still differ on some issues.
