When a fine reporter like Ralph Frammolino gets it wrong, it’s usually for a good reason. He got it wrong June 21 in describing the present system of electing City Council members in San Diego when he said a candidate can win outright in the district primary by garnering a majority of votes. In fact, the two candidates who receive the most votes run off city-wide.

The reason he got it wrong is that our present system does not make any sense. Communities are deprived of the right to choose their own representative because no matter how well a candidate does in the district, that district’s choice can be vetoed by the rest of San Diego. It has happened many times.

That is one reason why we need district elections.
