Carlucci Picks 2 to Study Evidence

Defense Secretary Frank C. Carlucci said Saturday that he has named two former high-ranking defense officials to review evidence of mismanagement in the Pentagon procurement probe.

The Pentagon is investigating allegations of fraud and bid-rigging that may extend to as many as 100 defense contracts worth tens of billions of dollars.

Carlucci told the World Affairs Council here that he has appointed former Defense Secretary Donald H. Rumsfeld and David G. Packard, head of a 1985 defense management commission, to review the evidence.

He pledged to root out fraud, but also defended the procurement system that last year supervised $175 billion in defense spending.

Carlucci said inconsistent funding by Congress, caused by budget constraints, has increased pressures on defense contractors to make profits in the short run. He said stable funding for defense programs would be the most effective way to reduce the problems.
