More than 700 New York City food vendors waved their pushcart umbrellas in a noisy City Hall demonstration protesting Mayor Edward I. Koch’s enforcement of a law banishing the vendors from the streets. But Koch issued a statement telling them a 1983 law that restricts peddling would remain in effect until they agreed to a compromise to relieve sidewalk congestion. The law had not been enforced until a crackdown began Monday. Koch said there have been numerous complaints.
