James A. Bailey, 61, an executive vice president of Goodyear and president of its North American tire operations, has elected to take early retirement for health reasons. Effective Aug. 1, Jacques R. Sardas, 57, will assume responsibility for the North American tire operations along with his current responsibilities as an executive vice president and president of the subsidiary Goodyear International Corp.
