A former employee of the Agency for International Development intends to plead guilty to charges that he embezzled $1.2 million from the government, his lawyer said. Defense attorney David Addis said former AID financial officer William J. Burns, 48, would plead guilty to charges of embezzlement, filing a false claim and tax evasion contained in a criminal information filed in U.S. District Court. The defense lawyer declined to say whether Burns had agreed to try to make restitution for the embezzled money.
