Two Soviet railroad workers have been charged with criminal responsibility for a crash between a passenger train and a freight train on Aug. 7, 1987, in which 106 people were killed, the government newspaper Izvestia said. The workers, identified only as A. Tursov and N. Puzanov, failed in their duty to avert the accident and will soon face trial, the newspaper reported. It said that an official inquiry confirmed that the accident at Kamensk-Shakhtinsky, 560 miles southeast of Moscow, was due to failure of the brakes on the freight train. The grain-laden freight train went out of control and plowed into the rear cars of the passenger train, which was standing in the station.
