Junk-Collection Ordinance Introduced

Glendale officials introduced an ordinance Tuesday making it illegal for junk collectors to pick up glass, plastic and aluminum containers placed outside homes for city collection.

The ordinance, which carries a maximum penalty of $600 and six months in jail, is designed to protect the city’s curbside recycling program scheduled to begin citywide in October.

Glendale City Manager David H. Ramsay told council members Tuesday that the proposal, which is similar to an ordinance in Burbank, is necessary to ensure revenue for the city program. The proceeds from the sale of containers to recyclers would pay for the program.

In an attempt to extend the life of Glendale’s only landfill, council members voted last April to expand citywide its experimental curbside recycling program.

The council is expected to approve the ordinance next Tuesday.
