Peter N. Vicars, president of Tekelec, was named to an additional post as chief executive of the Calabasas maker of telecommunications testing equipment. Vicars, 41, joined the company as president in August, 1987, to succeed Philip Black, who is now vice chairman. The chief executive’s job had been vacant since then.
