Westamerica Bancorporation, San Rafael, has announced the appointment of Richard Decker Jr. as president, chief executive and a director of Westamerica Bancorporation and Westamerica Bank. Decker, 44, is currently executive vice president and chief administrative officer of First Interstate Bank of California, where he has worked since 1973.
