South Africa, Cuba and Angola have suspended for a week their U.S.-mediated talks on a southern African peace settlement to allow time for consultation with their governments on a possible compromise over a timetable for the withdrawal of 50,000 Cuban troops from Angola, U.S. officials said. The officials said the decision to suspend the negotiations in Brazzaville, capital of the Congo, until the week of Sept. 5 was taken because of complicated negotiations over the timing of a proposed Cuban withdrawal and the army units to be involved at each stage.
