Regarding the letter in which the writer complained about his treatment by Mexican authorities: Had the writer been stopped in California by police, and an open alcoholic beverage container been found, the driver and possibly the passengers could be cited for violation of the law.

The fine for such violation, including administrative fees and penalties, is in excess of $150. Out-of-state or international travelers could be required to post bond. My point is that the law is very similar in California and you must be aware of the law in the U.S. and other countries when traveling. You cannot blame authorities for enforcing the law.
