Alcoholic Beverages: SB 2273 by Sen. Henry Mello (D-Watsonville) permits law enforcement officers to seize alcoholic beverages in plain view at social gatherings open to the public where people under 21 years of age are consuming alcoholic beverages and no parent or guardian is present.

Bills Vetoed:

Offshore Oil: AB 284 by Assemblyman Dan Hauser (D-Arcata) would have prohibited the state from leasing to the federal government for offshore oil drilling any tidelands or submerged lands in Mendocino and Humboldt counties within the three-mile limit. The governor said the state “cannot afford to simply lock away our vast offshore resources in a blanket moratorium.”

Banana Slug: AB 3007 by Assemblyman Byron Sher (D-Palo Alto) would have designated the banana slug the official state mollusk. The governor said he thought it might be more appropriate to designate another mollusk “that is more representative of the international reputation that California enjoys.”

Floor Action:

Death Penalty: Passed and returned to the Senate for concurrence in amendments on a 54-6 vote a bill (SB 2543) by Sen. Ken Maddy (R-Fresno) to extend the death penalty to include such crimes as murder committed during a kidnaping or a train wrecking.

Boat Registration: Passed and returned to the Senate for concurrence in amendments on a 47-24 vote a bill (SB 1236) by Sen. John Garamendi (D-Walnut Grove) to increase the annual fee for boat registration from $9 to $12 with the extra $3 going for boating law enforcement training and channel, levee and shoreline maintenance work.

AIDS: Passed and returned to the Assembly for concurrence in amendments on a 24-5 vote a bill (AB 144) by Assemblywoman Teresa Hughes (D-Los Angeles) to require instruction on the prevention of AIDS in grades 7-12 beginning in 1989-90.

Schools: Passed and sent to the Assembly on a 37-0 vote a bill (SB 97) by Sen. Nicholas Petris (D-Oakland) to place a $1-billion bond issue for elementary school construction on the June, 1990, ballot.

Unemployment Insurance: Passed and sent to the governor on a 21-6 vote a bill (AB 4088) by Assemblyman Pat Johnston (D-Stockton) to increase the maximum unemployment insurance benefit from $166 to $186 a week.

Trucks: Passed and sent to the governor on a 25-0 vote a bill (SB 2876) by Sen. John Seymour (R-Anaheim) to require the California Highway Patrol to conduct more surprise truck safety inspections.

State Dance: Passed and sent to the governor on a 24-5 vote a bill (SB 2460) by Sen. Quentin Kopp (I-San Francisco) to declare the West Coast swing dance, a jitterbug step made popular in the 1940s, the official state dance. The square dance also would become the official state folk dance.

Cancer: Passed and sent to the governor on a 27-4 vote a bill (SB 1841) by Sen. Art Torres (D-Los Angeles) to appropriate $330,000 for clinical services and medical help and $130,000 for cancer screening among children in McFarland, a tiny San Joaquin Valley town where nine children have died of cancer in the last 10 years.

Infertility: Passed and returned to the Assembly for concurrence in amendments on a 24-6 vote a bill (AB 2787) by Assemblywoman Maxine Waters (D-Los Angeles) to require insurance companies to offer infertility treatment coverage as part of group health insurance policies.

Parental Leave: Passed and returned to the Assembly for concurrence in amendments on a 21-10 vote a bill (AB 2738) by Assemblywoman Gwen Moore (D-Los Angeles) to allow parents of either sex to take up to four months of unpaid leave to care for sick or newborn children without fear of losing their jobs.
