A Senate panel voted to seize a development site adjacent to the Manassas National Battlefield Park in suburban Virginia, rejecting a compromise under which only part of the parcel would be acquired. The Energy and Natural Resources Committee voted 11 to 8 to approve a measure that would authorize Congress to acquire the 542-acre William Center Development tract, close two heavily traveled commuter routes through the Civil War battlefield and pay up to $30 million to build new roads around the park. The measure, introduced by Sen. Dale Bumpers (D-Ark.), is identical to a bill that passed the House last month.
