Costly Repairs Urged to Save Drinking Water

High-pressure barriers, built in the 1960s to hold the ocean at bay, have failed to halt the flow of seawater into South Bay water basins.

In addition, huge pools of saltwater trapped inside the barriers have continued to move inland, closing dozens of drinking-water wells from Manhattan Beach to central Torrance and threatening several others in Carson that were once thought safe.

These developments, detailed in new studies, have prompted water officials to conclude that the two barriers, stretching 13 miles along Santa Monica Bay and Los Angeles Harbor, must be reinforced and expensive cleanups begun if South Bay ground water is to remain potable.

“We’re talking about something that could end up costing on the order of $50 million over a period of years,” said John G. Joham, general manager of the Central and West Basin Water Replenishment District.

Representatives of the Los Angeles County Flood Control District, which operates the barriers, and the replenishment district met Thursday to review possible solutions to the saltwater problem.

Officials say that a new, unreleased report and a second report also due this year provide technical information that will allow them to draft a comprehensive plan to stop saltwater intrusion and begin to purge the salt from ground water supplies.

“Everybody’s itching to get going on this,” Joham said. Because it has taken years to complete the reports, there is a sense of urgency in adopting a plan, he said.

Municipal and private water companies, which rely on ground water supplies and would be asked to pass along the high cost of cleanups to their customers, say they are anxiously awaiting the proposal.

“The most important thing is to try not to lose the entire basin,” Robert O’Cain, Torrance municipal water superintendent, said. “That would be disastrous. The basin is still quite a supply of water, and in times of drought we rely very heavily on it.”

At least 20% of the storage capacity of the West Coast Basin, which underlies the South Bay, is already inundated by water too salty to drink, studies show. About 45 South Bay wells have been closed because of high chloride levels since 1950, including one this year about 3 miles from the coast near the Torrance Civic Center.

The leading edge of the massive wedge of salt water is only about 1,000 feet--or two to three years--away from two other Torrance wells that provide about 10% of the city’s water.

O’Cain estimates it will cost $1.3 million to construct replacement wells and storage facilities a mile east at Western Avenue. Even then, he said, the new wells would be lost in about a decade if the saline wedge continues to move at its current pace.

If left unchecked, the saltwater migration could eventually taint not only the entire West Coast Basin, but the Central Basin to the north and east, according to the replenishment district, which imports water for both. The South Bay’s 1 million residents get about 15% of their water from wells, and another 2 million people in the Southeast and Long Beach areas get nearly half their water from the Central Basin. The rest is imported at about twice the price of well water.

Water officials have known for many years that the saltwater trapped inside the barriers was moving progressively inland.

It has been pulled by the pumping of inland wells, which lowers the water table and leaves a vacuum that the seawater fills. And, in an ironic twist not fully anticipated, the trapped saltwater has also been pushed inland by the powerful streams of freshwater injected into aquifers by the barriers themselves.

A 1986 replenishment district report said a saltwater wedge that stretches from Los Angeles International Airport to the Palos Verdes Peninsula had moved a mile east since completion of the West Coast Barrier 15 years before. The wedge continues to move inland at a rate of up to 400 feet a year, the report said.

Water officials have also known that leaks were occurring in the two coastal barriers, which were designed to be 100% effective, said James A. Rancilio, the county engineer who directs the barrier projects. But only recently, as consultants pulled together years of data on the leaks, has the extent of the problem become clear, he said.

Location of Leaks

Studies now indicate that the 9-mile-long barrier along Santa Monica Bay is only about 90% effective, leaking most in Hermosa Beach, Redondo Beach and Torrance, Rancilio said.

Seawater that leaked through that barrier has merged with the inland wedge, forming a vast pool of saltwater covering 10 square miles and affecting 600,000 acre-feet of water--a two-year supply for the South Bay, replenishment district reports say.

Studies also suggest that the Dominguez Gap Barrier, along Anaheim Street between the Harbor Freeway and the Dominguez Channel, stops only about 50% of the saltwater moving from San Pedro Bay into the Wilmington area.

A third county-operated barrier, at Alamitos Bay in Long Beach, is perhaps 95% effective and has virtually removed the threat of chloride contamination of that city’s drinking water, said Rancilio and city officials.

Seawater intrusion, a problem since increased West Coast Basin pumping lowered the water table below sea level in the 1920s, first closed wells along the South Bay coast in the 1930s.

Since then, the city of El Segundo and Chevron Oil Co. have stopped pumping altogether. Many other major pumpers, including the water company that serves Hermosa Beach and Redondo Beach, have abandoned numerous wells. And water companies throughout the area have drafted contingency plans that rely on imported water or drilling new wells as far away from the saltwater as possible.

For example, the Dominguez Water Corp., which supplies 30,000 customers in Carson and Torrance, drilled two new wells near the Long Beach Freeway in 1987 to replace two lost to saltwater at about the same time in central Torrance.

Suction Effect Created

Such strategies, however, contribute to the intrusion problem, according to Thomas A. Salzano of the replenishment district.

Of about 50,000 acre-feet pumped in the South Bay last year, 32,000 came from the Wilmington and Carson areas in the eastern part of the basin, Salzano said.

“That intense production in the Wilmington area creates a suction effect that draws the saltwater inland,” he said.

As a result, the replenishment district may recommend as part of its broad plan that water companies and major industrial pumpers, such as oil refineries, stop pumping in Torrance and Hawthorne near the saline wedge and reduce it in the Wilmington area, Salzano said.

That would slow the spread of the saltwater while a long-term plan to reduce the level of salt is debated by those who would have to pay for it.

While no plan has yet been endorsed by the county and replenishment district, Joham said he thinks it will probably include pumping some salt water out of the basin and replacing it with freshwater.

“There are a lot of little difficulties here,” Joham cautioned. “We want to curtail ground water production, but we haven’t figured out a way to do that economically. Nor have we figured out how to share the costs throughout the basin or whether there should be proportionate shares depending on how far a producer is from the barrier.”

More Drilling Needed

Rancilio, who directs barrier operations, said the county’s options all involve drilling more injection wells to make both the Santa Monica Bay and Dominguez Gap barriers fully effective. It may take about $3 million, all from the flood control district’s share of the property taxes, to do that, he said.

Up to 16 new injection wells may be added to the porous southern end of the 144-well West Coast Barrier, and 16 more to the current 40-well Dominguez Barrier. Another 11 wells could also be added at Dominguez to intercept saltwater before it gets to that barrier by pumping it out of the ground and returning it to the bay.

About $1.3 million for barrier projects is in this year’s county budget and another $1.9 million has been recommended for inclusion in next year’s, the county said.

Halting the inland flow in the harbor area is particularly urgent, Rancilio said, because saltwater, now confined to upper aquifers there, is approaching an area more than 3 miles inland where those aquifers merge with deeper drinking-water basins.
