A Gaza Strip teen-ager who was shot by Israeli troops died because the army delayed medical attention, a senior U.N. relief official said. The official, who spoke on condition of anonymity, told Reuters news service that a doctor from the U.N. Relief and Works Agency for Palestinian refugees tried to persuade officers at a Gaza army camp to allow the 18-year-old to be taken to a hospital. The officers responded that the youth, shot after throwing stones in the Bureij refugee camp, had to be first identified by relatives to ensure payment for medical treatment, the U.N. official said. Meanwhile, Defense Minister Yitzhak Rabin narrowly escaped injury during a tour of the Gaza town of Khan Yunis when a concrete building block was hurled from a roof and smashed onto a balcony about five yards away.
