Police in Montreal squared off against about 35 protesters in wheelchairs outside a luncheon for wives of delegates to a convention of the American Public Transit Assn. The protesters were opposing the lack of lifts for wheelchairs on some buses. About 100 specially trained officers blocked roads leading to a restaurant and lookout atop Mt. Royal to prevent the protesters from confronting luncheon guests. Eleven demonstrators were arrested when they refused to heed police orders to clear the road.
