Former President Jimmy Carter says the 1988 presidential race is the nation’s worst ever.

Speaking Wednesday at a news conference in Stockholm, Sweden, where he was visiting, Carter said the Bush-Dukakis struggle had reached “an unprecedented low on personal vituperation, allegations without substantiation and avoidance of the real issues.

“It hasn’t been a high level of enlightened debate at all,” he said. “It’s been just the opposite--the worst campaign ever.”
