Rain drenched much of the Northeast, while up to 10 inches of heavy, wet snow blanketed upstate New York, downing trees, knocking out electricity and contributing to a fatal traffic accident. A strong low-pressure system over the southern New England Coast created a chilling storm that dumped more than 2 inches of rain in New York City, the National Weather Service said. Philadelphia and Newark, N.J., each received about half an inch of rain. A winter storm warning was posted for the Adirondacks and the St. Lawrence Valley in New York state. High winds battered the New England shores, while snow was reported over the higher elevations of southern West Virginia.
