An ordinance criticized as anti-homeless because it would have subjected those found sleeping on the sidewalk to jail or fines was unanimously rejected by the Miami City Commission. Commissioners voted 5 to 0 to send the measure proposed by the Police Department back to their staff with orders to soften its wording, saying they would consider it again Dec. 15. Commission members said the revision should not call for the arrest of homeless people for sleeping in public. The ordinance called for up to 10 days in jail and a $100 fine for violators.
