Talks held in France among three rival Cambodian leaders seeking an end to 10 years of war in their country made no substantial progress, stalling over the same conflicts that have dogged previous negotiations. Cambodian Premier Hun Sen and anti-government leaders Prince Norodom Sihanouk and Son Sann said they are still sharply divided on how to deal with the powerful Khmer Rouge Communist guerrilla faction. The three leaders agreed to meet today to sign a statement creating a Paris-based working group and to meet again in January.
